Overview
Launching Your Startup in Estonia
Estonia offers two separate tools for American founders. e-Residency is a digital ID — not a visa — that lets you found and run an Estonian OÜ online. The startup visa and residence permit let you and your team live and work in Estonia.
Many founders do both: start the company through e-Residency, then apply to the Startup Committee when they are ready to move. US citizens can enter Estonia visa-free for 90 days in any 180 and can apply for permits inside Estonia.
No tax on retained profit, a company founded online in days and a startup visa decided by founders — Estonia is built for startups. For US owners, check the US tax side first.

Costs & Business Landscape
Understanding the Business Landscape
Company formation and corporate tax
Registering an OÜ costs €265 and minimum capital is €0.01, paid in at founding. There is no corporate tax on retained profit; distributions are taxed at 22% (22/78 of the net amount). The planned 2026 rise to 24% and the 2% profit tax were cancelled.
Payroll
Employers pay 33% social tax on salaries (minimum base €886 a month in 2026) plus 0.8% unemployment insurance; employees pay 22% income tax and 1.6%. From 2026 everyone gets a flat €700 a month tax-free allowance.
US tax
Profit kept in an Estonian company is taxed at 0%, which is below the 18.9% US high-tax threshold, so US owners may be taxed on it each year under the NCTI rules (formerly GILTI). Talk to a US international tax adviser before you incorporate.
