Retire in Europe

Retire in Cyprus Category F Permanent Residence

Dream of a retirement where clear Mediterranean waters meet ancient history, an English-friendly island and a favourable tax regime? Cyprus's Category F permanent residence lets you live there for good on income from abroad — and foreign pensions can be taxed at just 5% above €5,000 a year. The catch is time — decisions often take several years.

In short

Most American retirees apply for Category F permanent residence, for people with a secure income from abroad who will not work in Cyprus. The legal minimum is €9,568.17 a year (+€4,613.22 per dependant), but the Migration Department expects much more. You apply in Cyprus, and decisions often take several years — meanwhile most people live on a yearly visitor permit (the "pink slip"). If you can invest €300,000 and show €50,000 a year, the investment route (Regulation 6(2)) targets about 2 months. From 2026 foreign pensions can be taxed at 5% above €5,000 a year.

Why Cyprus

Why Retire in Cyprus?

Cyprus combines island living with EU stability and real tax advantages. For English-speaking Americans it offers an English-friendly environment, a permanent permit once granted, a 5% option on foreign pensions and costs below most of Western Europe. The caveat: Category F is slow, so you need a plan for the waiting period — usually a yearly visitor permit.

Lifestyle

Mediterranean Island Living in the EU

Limassol · Paphos · Nicosia · Larnaca · Troodos Mountains

Long summers, beaches, English widely spoken and a well-established expat community — especially around Paphos, where a central 1-bedroom apartment costs about €980 a month (Numbeo, September 2026).

Legal & Tax Pathway

Visitor Permit → Category F → Citizenship

Apply in Cyprus → visitor permit while waiting → permanent residence → citizenship after 8 years

You file the Category F application in Cyprus and usually live on a yearly visitor permit while it is processed. Once granted, Category F is permanent — but it may be cancelled if you stay away from Cyprus for more than 2 consecutive years. Citizenship needs 8 years of actual residence, Greek B1 and an exam on contemporary Cyprus.

Requirements

Category F: Requirements

Category F is for self-sufficient people with a secure income from abroad who will not work or do business in Cyprus. The application is filed with the Migration Department in Cyprus, typically through a lawyer.

US GO EU — Retire in Cyprus Guide

Step by Step

The Category F Process

  1. Months 1–2 — Documents

Order your FBI background check first. Arrange accommodation in Cyprus, health insurance and income proof: pension statements and bank statements showing regular transfers from abroad. Engage a Cypriot immigration lawyer.

  2. Travel to Cyprus and apply

File the Category F application with the Migration Department during your visa-free stay, and apply for a visitor permit so you can live in Cyprus legally while you wait. The visitor permit lasts up to a year and is renewable; you may not work.

  3. The wait — keep documents current

Decisions often take several years. Keep your visitor permit renewed and update income statements, insurance and criminal records when asked.

  4. Approval and tax registration

Once approved, register with the Tax Department. As a tax resident you can choose to pay 5% on foreign pensions above €5,000 a year instead of the normal rates. Permanent residents can join GESY; contributions are 2.65% of pension income.

What You Gain

Life in Cyprus as a Resident

  • The 5% pension option

From 2026 the first €5,000 of foreign pension a year is exempt and the rest can be taxed at 5% — you choose each year whether this or the normal rates (0% up to €22,000) is better. Under the US–Cyprus treaty, US Social Security is generally taxable only by the US.

  • A permanent permit

Once granted, Category F needs no renewal or minimum stay — but it may be cancelled if you are away from Cyprus for more than 2 consecutive years.

  • English-friendly environment

English is used across business, government, law and healthcare, and Cypriot law is rooted in English common law.

  • GESY and a path to citizenship

Permanent residents can join GESY. Citizenship is possible after 8 years of actual residence, with Greek B1 and the "Knowledge of Contemporary Cyprus" exam.

Key Challenges

Category F Pitfalls & What to Know

  • The wait is the real challenge

No official processing time is published, and law firms report waits of several years. Plan your life on a yearly visitor permit, keep it renewed and respond quickly to requests for updated documents.

  • The investment route is faster — if it fits

If you can invest €300,000 and show €50,000 a year of income (+€15,000 for a spouse), permanent residence under Regulation 6(2) targets about 2 months. See our Cyprus investment residence guide.

  • Tax residence is separate from your permit

Holding a permit does not make you tax resident. You become tax resident by spending more than 183 days a year in Cyprus, or under the 60-day rule if you keep a home and work or business there. Get advice on US expat tax, FBAR, FATCA and the treaty's saving clause before you move. Directories like LocalVouch can help you find vetted, English-speaking Cypriot immigration lawyers and tax advisers.

  • Visitor permits don't include GESY

Until you have permanent residence, budget for private health insurance.

Cyprus Category F is right for you if

  • You have a secure pension or other income from abroad — comfortably above the low legal minimum.
  • You are prepared to wait, possibly years, on a yearly visitor permit.
  • You like the 5% pension option, the island lifestyle and an English-friendly environment.
  • You want expert legal and tax help to manage the process correctly.

Cyprus's permanent residence and pension tax are attractive, but success depends on realistic expectations about waiting times, solid income documents and correct tax registration. We connect you with trusted Cypriot lawyers and accountants for every step.
