In short
Bulgaria has a specific long-term residence permit for foreigners who receive a pension from any country (Art. 24(1) point 10 of the Foreigners Act). You need means of at least the minimum monthly wage — €620.20 in 2026 — for each month of stay, health insurance, accommodation and a Bulgarian bank account receiving your pension. You first get a long-stay visa D at a Bulgarian consulate, then the permit in Bulgaria; it lasts up to a year (fee €255.65) and is renewable. Permanent residence follows after 5 years, and state pensions, including US Social Security, are not taxed in Bulgaria.

Why Bulgaria
Why Retire in Bulgaria?
Bulgaria combines EU membership with the lowest price level in the EU (63% of the EU average in 2025), a dedicated residence permit for pensioners and a low means requirement. For American retirees with a modest but stable pension, it offers a quality of life that is hard to match at the same cost elsewhere in Europe.
EU Living at the EU's Lowest Prices
Sofia · Plovdiv · Varna · Burgas · Bansko · Veliko Tarnovo · Black Sea coast
Rent, dining and transport cost a fraction of US or Western European prices — in Plovdiv a central 1-bedroom apartment is about €480 a month, in Varna about €550 (Numbeo, September 2026). From Black Sea beaches and mountain resorts to historic towns and spas, the variety is remarkable.
Visa D → Pensioner Permit → Permanent Residence
Visa D (consulate) → long-term permit (1 year, renewable) → permanent residence (after 5 years) → citizenship (5 years later)
Apply for the long-stay visa D at the Bulgarian consulate, then for the long-term residence permit at the Migration Directorate after arrival. Renew it every year. After 5 years of lawful, continuous residence — with total absences of no more than 30 months — you can apply for permanent residence. Citizenship is possible 5 years after that, with a Bulgarian language exam and giving up your previous citizenship.
Requirements
Bulgaria Pensioner Permit: Requirements
The requirements are clear and the means threshold is low by EU standards. Start preparing 2–3 months before you apply, mainly because of the FBI background check and translations, and check the current checklist of the consulate that handles your application.
| Document | What is required |
|---|---|
| Valid passport | Valid for your planned stay, with copies. |
| Proof of pension | An official pension award or statement — for example a Social Security award letter — showing you have acquired the right to a pension under the law of any country. |
| Sufficient means €620.20+ per month of stay (2026) | Means of at least the Bulgarian minimum monthly wage for each month of your stay, without relying on social assistance. Your pension counts, and other income or savings can help. |
| Bulgarian bank account | The consulate asks for proof that your pension is paid into a Bulgarian bank account. |
| Health insurance | Cover valid in Bulgaria for your stay. New long-term residents are usually not in the public system, so private insurance is the norm. |
| Accommodation | A rental contract or property deed for your home in Bulgaria. |
| Criminal record check Apostilled | An FBI Identity History Summary (or your country's equivalent), apostilled and translated into Bulgarian. |
| Translations | Foreign documents need an apostille and a certified Bulgarian translation. |
Bulgaria offers something few EU retirement destinations can match: a dedicated pensioner permit with a low means threshold, state pensions not taxed locally, and full EU, Schengen and euro membership.
Step by Step
Step by Step: From Visa D to Permanent Residence
Months 1–3 — Prepare and apply for the visa D
Order your FBI background check first. Open a Bulgarian bank account for your pension, arrange accommodation and health insurance valid in Bulgaria, and gather official pension documents. Commission apostilles and certified Bulgarian translations. Then apply for the long-stay visa D at the Bulgarian embassy or consulate in your country of residence. The visa D is valid for up to 6 months and lets you stay up to 180 days.
After arrival — apply for the long-term residence permit
While your visa D is valid, apply at the Migration Directorate for the long-term residence permit as a pensioner. The procedure is in Bulgarian, so many people use a local lawyer or adviser. The permit is issued for up to a year (fee €255.65) and you receive a residence card with your personal number of foreigner (ЛНЧ).
Every year — renew your permit
File your renewal no later than 14 days before the permit expires, with updated proof of pension, means, health insurance and address.
After 5 years — permanent residence
After 5 years of lawful, continuous residence — with total absences of no more than 30 months in that period — you can apply for permanent residence. Permanent residents are compulsorily insured in Bulgaria's public health system. Citizenship is possible 5 years after you receive permanent residence.
What You Gain
Life in Bulgaria as a Resident
Low taxes on retirement income
Bulgaria's income tax is a flat 10%, and pensions from compulsory state social insurance — in Bulgaria or abroad — are not taxed in Bulgaria. Under the US–Bulgaria treaty, US Social Security is taxed only in the US, while private pensions are taxed in your country of residence. Consult a cross-border tax adviser about your IRA or 401(k).
A clear route to long-term status
Permanent residence after 5 years, with up to 30 months of absences allowed in that period — useful if you want to spend time back in the US. After that there are no yearly renewals.
Affordability
Bulgaria has the EU's lowest price level. In Sofia a single person spends about €760 a month without rent; outside the capital rents are lower still.
EU, Schengen and euro
Bulgaria has been an EU member since 2007, a full Schengen member since January 2025 and a euro country since January 2026. With a residence permit you can travel in the other Schengen countries for up to 90 days in any 180.
Key Challenges
Common Pitfalls & What to Know
Health insurance that doesn't fit
Your policy must be valid in Bulgaria for the whole stay. Standard US travel insurance is often not enough. Get written confirmation from the insurer and check with the consulate before you buy. As a long-term resident you usually cannot join the public system until you have permanent residence.
Everything happens in Bulgarian
Applications at the Migration Directorate are in Bulgarian and every foreign document needs an apostille and a certified translation. A Bulgarian immigration lawyer or adviser helps avoid delays. Directories like LocalVouch can help you find vetted, English-speaking Bulgarian immigration lawyers.
Know when you become tax resident
You become a Bulgarian tax resident with a permanent address in Bulgaria, more than 183 days there in any 12 months, or your centre of vital interests there. Get advice from someone who knows both US expat tax rules (FBAR, FATCA) and the US–Bulgaria treaty before you move.
Watch your absences
Permanent residence needs 5 years of continuous residence with no more than 30 months of absence in total. Keep track of your travel, and don't let your yearly permit lapse.
Bulgaria is the right EU retirement destination if you
- Have a stable pension — even a modest one — and want it to go further in the EU.
- Want a dedicated pensioner permit with a clear, low means threshold.
- Value low taxes and full EU, Schengen and euro membership.
- Are comfortable with Bulgarian-language bureaucracy and a less polished infrastructure in exchange for a big cost advantage.
Bulgaria's pensioner route is simple on paper, but success depends on a complete file, compliant insurance and yearly renewals in Bulgarian. We connect you with trusted Bulgarian immigration lawyers and advisers to guide you from the visa D to permanent residence.
FAQ
Frequently asked questions
How much income do I need to retire in Bulgaria?
At least the Bulgarian minimum monthly wage — €620.20 in 2026 — for each month of your stay, without relying on social assistance. You must also have acquired the right to a pension under the law of any country, and the consulate asks for your pension to be paid into a Bulgarian bank account.
How fast can pensioners get permanent residence in Bulgaria?
After 5 years of lawful, continuous residence. There is no pensioner fast track — the "30 months" often quoted is the maximum total time you may spend outside Bulgaria during those 5 years.
How long does it take to get Bulgarian citizenship?
Naturalisation requires at least 5 years of permanent residence (so about 10 years from arrival), a Bulgarian language exam, means of support, a clean record and giving up your previous citizenship.
Is my US pension taxed in Bulgaria?
Pensions from compulsory state social insurance are not taxed in Bulgaria, and under the US–Bulgaria treaty US Social Security is taxed only in the US. Private pensions (such as IRA or 401(k) distributions) are taxed in your country of residence, so they may be taxable in Bulgaria at 10% — get cross-border tax advice.
Can I apply in Bulgaria after arriving visa-free?
Generally no. Pensioners first need a long-stay visa D from the Bulgarian embassy or consulate in their country of residence, and then apply for the residence permit in Bulgaria.
