In short
Americans can visit Vilnius visa-free for 90 days in any 180 but cannot work there without a residence permit. The usual routes are a job (EU Blue Card at about €3,940 a month), the Startup Visa or a business permit for an operating company with €28,000 of equity and staff — there is no golden visa or digital nomad visa. A central 1-bedroom costs about €730 a month (€555 outside the centre) and a single person spends about €780 without rent, so about €1,300–1,500 in total. A 30-day public transport ticket costs €38, and the train to the airport takes about 8 minutes. Declare your residence within a month of collecting your permit.
