What Is It

Estonia e-Residency — Overview

Estonia e-Residency is a secure, government-issued digital identity card that allows non-residents to start and run an EU-based business entirely online. Launched in 2014, Estonia was the first country in the world to offer such a program. It now has over 137,000 participants from at least 179 countries.

For US citizens, e-Residency provides access to EU business infrastructure — an Estonian OÜ (private limited company), EU banking and payment services, EU VAT registration, and Estonian e-government services — without requiring you to physically relocate or visit Estonia more than once (for the initial ID card pickup). It is a powerful tool for entrepreneurs who want an EU business entity without an EU address.

“Estonia e-Residency is not about living in Estonia — it’s about running an EU company from anywhere in the world. For US entrepreneurs who want EU market access without relocating, it remains the most practical digital business tool available.”

Critical Distinction

What e-Residency Is — and What It Is Not

This is the most misunderstood aspect of the program. Before applying, you need to understand exactly what e-Residency provides and what it does not.

What e-Residency IS
Digital Business Identity
EU company · Online admin · EU market access · Digital signing
A secure government-issued digital ID for online authentication and document signing. Register an Estonian OÜ 100% online in ~15 minutes. 24/7 remote access to Estonian e-government and e-banking services. Access to the EU single market through an EU-registered business entity. Apply from anywhere in the world.
What e-Residency is NOT
Not a Visa, Not Residency
No right to live · No travel rights · No physical ID · No personal tax change
e-Residency is NOT citizenship or physical residency. It is NOT a visa and provides no right to enter, live in, or travel to Estonia or any EU country. It is NOT a travel document. It does NOT change your personal tax residency — your tax obligations remain where you actually live. The official program states: “no right of citizenship, residence or travel to Estonia or the EU.”
Corporate Tax System

Estonia’s Distinctive Corporate Tax Model

Estonia uses one of the most entrepreneur-friendly corporate tax systems in the EU. The core principle: 0% corporate tax on retained and reinvested profits. Tax is only triggered when profits are distributed as dividends, at which point a 22% corporate income tax applies (on the 20/80 gross-up basis).

What counts as income
Gross salary from your US employer, or gross business income if self-employed. The requirement is on gross (pre-tax) income, not net. Dividends, rental income, or investment returns are generally not accepted as qualifying income for this visa type.
Financial Intelligence Unit scrutiny
Estonia’s Financial Intelligence Unit actively monitors e-resident companies for potential illicit finance risks, and screening has tightened significantly in recent years. Ensure your business activities are transparent, well-documented, and clearly legitimate. Dormant or inactive companies with no clear business purpose attract additional scrutiny.
Annual report filing is mandatory
All Estonian companies must file an annual report with the Estonian Business Register, regardless of whether any profits were distributed. Your service provider or accountant typically handles this as part of their package. Missing the filing deadline can result in fines and eventually company dissolution.
What You Can Do

What e-Residency Gives You

Register an EU company 100% online
Register an Estonian OÜ (Osauühing — private limited company) entirely online in approximately 15 minutes through the Estonian Business Register. No need to visit a notary, no local director required, and no minimum share capital. The company has full EU legal status from day one.
Access to EU single market and payment infrastructure
Your Estonian company can invoice European clients in euros, access EU-based fintech and payment providers, register for EU VAT, and operate as a fully legitimate EU business entity. This is particularly valuable for US freelancers, consultants, and SaaS founders who want to serve European clients through a locally registered company.
Digital document signing and e-government access
Your e-Residency card allows you to digitally sign legally binding documents, authenticate online, and access Estonian e-government services 24/7. Annual reports, contracts, shareholder resolutions — all can be managed remotely without ever visiting Estonia again after the initial ID pickup.
0% corporate tax on retained profits
Estonia’s unique tax system means you pay no corporate tax on profits that remain in the company. This is ideal for businesses that reinvest revenue into growth. Tax is only triggered when you distribute dividends. For US entrepreneurs building and scaling a business, this can significantly reduce the annual tax burden during growth phases.
Compliance & Limitations

Compliance Requirements & Key Limitations

Monthly bookkeeping is mandatory
Running an Estonian company as an e-resident requires mandatory monthly bookkeeping — even if no profits were distributed that month. You will need a licensed Estonian accountant or service provider. This is an ongoing cost (typically €30–€150/month through a service provider) that many applicants underestimate.
Banking has become more difficult
Obtaining traditional business banking for an e-resident company has become significantly more difficult in recent years. Most e-residents now use EU-focused fintech providers (Wise, Revolut Business, Stripe) rather than conventional banks. Acceptance is not guaranteed — fintech providers conduct their own due diligence and may reject applications. Plan for this before applying.
Costs Overview

Full Cost Breakdown

State application fee €150 (one-time, paid at application)
Company registration fee €265 (paid to the Estonian Business Register)

Monthly bookkeeping €30–€150/month depending on transaction volume (mandatory)
Annual report filing Typically included in service provider package or billed separately
VAT registration Required if annual turnover exceeds €40,000 — no separate cost but adds compliance obligations
Card reader for ID card €10–€30 one-time hardware cost
How to Apply

Application Process — Step by Step

The application is entirely online. After approval, you collect your physical ID card at a designated pickup location — an Estonian embassy, consulate, or authorised service point. Processing typically takes 3–8 weeks. You do not need to visit Estonia itself for the pickup.

1
Confirm you meet the income threshold
Verify the current €4,213 threshold and ensure you have at least 6 months of documented income or employment at that level. Gather your payslips, employer letters, or tax documents.
2
Choose your pickup location
Select where you want to collect your ID card — you do not need to go to Estonia. Estonian embassies in Washington D.C. and other cities serve as pickup points, as do authorised service providers in many countries. Check the official e-Residency portal for the full list of pickup locations.
3
Get qualifying health insurance
Research EU fintech providers that work with Estonian e-resident companies — Wise Business, Revolut Business, and Stripe are popular options. Conventional bank accounts are increasingly difficult to obtain. Having a fintech account lined up before your company is registered will speed up your ability to start operating.
4
Compile and translate your documents
Research and select an Estonian service provider that will handle your legal address, local contact person, and monthly bookkeeping requirements. This is legally mandatory — your company cannot operate without one. Several providers list on the official e-Residency Marketplace, and you can also check LocalVouch for providers other expats have personally vouched for.
5
Set up bookkeeping and open a payment account
Engage your service provider, activate bookkeeping, and open your fintech business account. Once these are in place, your Estonian company is fully operational — you can invoice clients, receive payments, and manage your business entirely online from the US.
6
Receive your residence permit
Your Estonian company is now active. You can issue EU invoices, receive euro payments, register for EU VAT if your turnover exceeds €40,000/year, and manage your entire business remotely using your e-Residency card for digital signing and authentication.
Why US Citizens Use It

Why US Citizens Use Estonia e-Residency

Straightforward application with clear income documentation
e-Residency is the only mechanism that lets a US citizen register and run an EU company entirely online without an EU address. The application is simple, the requirements are clear, and after a one-time ID card pickup you manage everything digitally — indefinitely.
Lower cost of living than most Western European nomad visa destinations
Your Estonian OÜ can invoice in euros, integrate with EU payment processors, and register for EU VAT — making it significantly easier to work with European clients compared to invoicing from a US entity.
Corporate tax favorable for reinvesting profits
The 0% corporate tax on retained profits is the most distinctive feature of the Estonian system. For US entrepreneurs who are building and scaling a business rather than immediately extracting profits as dividends, this structure can significantly reduce the annual tax burden compared to most other EU jurisdictions.
Pairs with the Digital Nomad Visa if you also want to live in Estonia
Once you have your e-Residency card, you can combine it with an Estonia Digital Nomad Visa to physically live in Estonia while running your company there. Many US entrepreneurs use this combination: e-Residency for the permanent EU business structure, and the nomad visa for the right to physically live and work from Tallinn.
Bottom Line — Is Estonia e-Residency Right for You?
  • You want to run an EU-registered company without physically relocating to Europe
  • You serve European clients and want a locally registered EU entity for invoicing and payments
  • You can budget €150 application + €265 company registration + €30–150/month compliance
  • You understand that e-Residency provides no right to live in or travel to Estonia or the EU
  • If you also want to physically live in Estonia, you need the Digital Nomad Visa separately
