Estonia offers two distinct but complementary frameworks for American entrepreneurs. The e-Residency programme is a digital identity — not a visa — that allows you to establish and administer an Estonian OÜ entirely online with access to EU banking and payment providers, without needing to live in Estonia. The Startup Visa is a physical residence permit for founders who want to relocate and build on the ground.
Many founders use a hybrid approach: begin with e-Residency to launch their EU company remotely, then apply for the Startup Visa once they have traction and are ready to scale from Tallinn. US citizens can enter Estonia visa-free for 90 days under Schengen rules — or up to 365 days on the Digital Nomad Visa if working remotely rather than founding a locally-based company.

Company formation & corporate tax
OÜ formation via e-Residency has a state fee of approximately €265 with no minimum share capital. Corporate tax is 0% on reinvested profit — 20% is only applied to distributed dividends. This is a major advantage for bootstrapping and reinvesting in growth.

Salaries for top tech talent in Tallinn are competitive but significantly lower than in Western Europe or the US. Office space in tech hubs is reasonably priced. High-speed internet is a cheap utility across the country.
