The OECD Restriction — Does It Affect You?
Latvia requires income from an OECD member state. The US is an OECD member — so US employers and US-based clients fully qualify. What Both Visas Cannot Do

Before choosing between Latvia and Estonia, it's important to understand what neither program offers — these limitations apply equally to both.

Important: Both DNVs Share These Restrictions
  • Neither leads to permanent residency or citizenship from the visa itself. Both are temporary visas (Latvia: 2 years max; Estonia: 18 months max). To start the clock toward PR or citizenship, you must transition to a different permit type after the DNV expires.
  • Neither allows working with local clients. Latvia prohibits Latvian clients; Estonia prohibits Estonian clients. Your entire income must come from foreign employers or clients.
  • Neither generally allows dual citizenship for Americans. Both Latvia and Estonia require renouncing your US passport in standard naturalization. If keeping your US passport is essential, neither country is a long-term citizenship destination — consider Germany (dual allowed since 2024) or Portugal.
  • Both require you to leave after the maximum stay. After Latvia's 2 years or Estonia's 18 months, you cannot renew the DNV again — you must either transition to a different permit or leave for at least 6 months before reapplying.
