Why the Share Capital Route

Why Choose the Latvia €50,000 Investor Visa

The share capital route is Europe’s most affordable investor residency pathway — at just €50,000 plus a €10,000 state fee, it is one-fifth of the cost of comparable programmes in Greece, Spain, or Malta. For investors who want a business-integrated EU foothold with fast processing and no minimum stay obligation, it offers a genuinely exceptional value proposition.

Europe’s Most Affordable Entry Point
€50,000. EU Residency. Schengen Access.
€50,000 Share Capital · €10,000 State Fee · No Minimum Stay · 30-Day Processing
At €50,000 — plus a one-time €10,000 state fee — this is the lowest qualifying threshold for EU residency by investment in Europe. Compare: Greece requires €250,000+, Spain €500,000+, Malta €350,000+. The investment is into the share capital of a qualifying Latvian SME company — a business-integrated approach that combines EU residency with active participation in the Latvian economy.
EU Access, Flexibility & Family
Schengen Access. Zero Minimum Stay.
Latvia · Schengen Area (29 Countries) · Spouse · Children Under 18 · No Stay Requirement
A Latvian residence permit grants the right to live in Latvia and travel visa-free throughout the Schengen Area. Your spouse and dependent children (typically under 18) are included under your application. Unlike many EU programmes, Latvia imposes no minimum physical presence requirement — you maintain your global lifestyle while holding full EU residency.
Investment Requirements

Share Capital Route: Full Qualifying Criteria

To qualify under the share capital route, you must make a compliant investment into the share capital of a qualifying Latvian company. The company must meet specific size and tax criteria, and the investor limit per company applies. All requirements below must be satisfied simultaneously.

Requirement Details & Key Notes
Minimum investment
€50,000 share capital
A minimum of €50,000 must be contributed into the share capital of a qualifying Latvian company. This is a subordinated capital contribution — it becomes part of the company’s equity, not a loan. The investment must be properly documented and registered with the Latvian Commercial Register.
State fee
€10,000 — one-time, non-refundable
A mandatory one-time payment of €10,000 to the Latvian state budget is required alongside the share capital investment. This fee is non-refundable and is separate from your investment in the company. Total minimum outlay for this route: €60,000 (€50,000 share capital + €10,000 state fee).
Company size criteria
SME — max 50 employees
The qualifying company must employ no more than 50 people and have an annual turnover or balance sheet not exceeding €10 million to qualify at the €50,000 threshold. The company must be an SME (small or medium enterprise) under Latvian and EU classification.
Large-company alternative
€100,000 investment
Companies exceeding the SME thresholds (more than 50 employees or turnover/balance sheet above €10 million) can still qualify, but require a €100,000 investment instead of €50,000. The €10,000 state fee and €40,000 annual tax requirement apply to this tier as well. This route suits investors seeking a more established, lower-risk company profile.
Annual tax contribution
€40,000/year minimum to Latvia
The qualifying company must pay at least €40,000 in taxes annually to the Latvian government. This is a critical ongoing requirement — if the company’s tax payments fall below this threshold in any year, the investment may no longer qualify and your residency status could be at risk. Verify the company’s tax compliance history before investing.
Investor limit per company
Maximum 10 foreign investors
A maximum of 10 foreign investors per qualifying company is permitted under the programme. This limits the pool of available qualifying companies and means that popular, well-established qualifying companies fill up. Confirm availability with your specialist before beginning due diligence on any specific company.
Renewal (after 5 years)
Additional €5,000 state fee
After 5 years, renewal of the residence permit requires a further €5,000 state fee, provided the qualifying conditions are still met. Alternatively, after 5 years you may apply for permanent residence or EU long-term resident status — which does not require continued investment maintenance.
Most Durable Route — But Pending Reform Could Still Affect Terms
Of Latvia's four investor visa routes, the business/share-capital route appears the most consistently confirmed as active across current sources — some reporting it may become the only remaining route if proposed reforms to the real estate and bonds options proceed. However, at least one current source describes pending legislation that could shorten the validity of business-investment residence permits from 5 years to 2 years for new applicants going forward. This would not retroactively affect existing permit holders under most proposed transitional frameworks, but it means the terms described on this page could change before you apply. Confirm current permit validity and terms with a Latvian immigration specialist or OCMA directly before committing capital.

At €50,000 plus a €10,000 state fee — with no minimum stay, 30-day processing, and full Schengen access — Latvia’s share capital route is the most affordable legitimate route to EU residency by investment in Europe today. It is not widely advertised. It should be.

US GO EU — Latvia Share Capital Investor Visa Guide

Step by Step

The Share Capital Investor Visa Application Process

Step 1 — Company Identification & Due Diligence (Weeks 1–4)
Engage your Latvian investment and immigration specialists to identify a qualifying company meeting all criteria: maximum 50 employees, turnover/balance sheet under €10 million (or the €100,000 large-company tier if these are exceeded), annual tax contributions of at least €40,000, and investor capacity remaining (maximum 10 foreign investors per company). Check LocalVouch for immigration specialists other American investors have personally recommended. Your specialist conducts thorough due diligence on the company — verifying its financial health, tax compliance history, legal standing, and current investor count. Do not commit capital before due diligence is complete. Confirm the €10,000 state fee payment process and timeline with your specialist at this stage.
Step 2 — Investment Execution & Application Submission
Execute the €50,000 share capital contribution to the qualifying company — documented through a formal share subscription agreement and registered with the Latvian Commercial Register. Pay the €10,000 state fee to the Latvian state budget. Once the investment is documented and confirmed, submit your investor residency application to the Office of Citizenship and Migration Affairs (PMLP), supported by: proof of share capital investment, Commercial Register confirmation, state fee receipt, clean criminal record (apostilled FBI background check), valid passport, health insurance valid in Latvia, proof of accommodation in Latvia, and family member documentation if applicable.
Step 3 — Residence Permit, Renewals & Permanent Residence
Processing can be as fast as 30 days. Upon approval, your Latvian investor residence permit is issued for you and included family members — granting the right to live in Latvia and full Schengen Area access with no minimum stay obligation. Maintain your qualifying share capital investment and ensure the company continues to meet all criteria (particularly the €40,000 annual tax threshold) to renew. After 5 years: renewal with an additional €5,000 state fee (conditions met), or apply for permanent residence — which does not require continued investment maintenance. Latvia is a full EU and Schengen member, providing long-term legal security.

Key Considerations

What to Know Before You Invest

The €40,000 annual tax requirement is an ongoing condition — monitor it carefully
The qualifying company must pay at least €40,000 in taxes to Latvia annually for the duration of your residency permit. If the company’s tax payments fall below this threshold in any year, your investment may cease to qualify and your residency status could be at risk. Before investing, review the company’s tax payment history for the past 3–5 years. During the permit period, ensure your specialist monitors the company’s ongoing compliance.
Qualifying companies with available investor slots are limited — act promptly
The maximum of 10 foreign investors per qualifying company creates genuine scarcity. Well-established, compliant qualifying companies fill their investor slots over time. If you identify a suitable company, confirm remaining capacity before beginning the full due diligence process — a company at its 10-investor limit cannot accept your investment regardless of how well it otherwise qualifies.
Total cost is €60,000 minimum — budget accurately
The total minimum outlay for this route is €60,000: €50,000 share capital contribution plus the mandatory €10,000 non-refundable state fee. Additionally, budget for legal fees, due diligence costs, and application processing expenses. At the 5-year renewal: a further €5,000 state fee if renewing on the same basis (or permanent residence application, which has its own costs).
Thorough company due diligence is essential — not optional
Your €50,000 share capital investment becomes part of the company’s equity — it is not a loan and is not guaranteed to be returned. The financial health, legal standing, management quality, and ongoing tax compliance of the qualifying company directly affect both your investment security and your residency status. Treat this as a genuine business investment that requires the same due diligence you would apply to any equity investment.
Foreign equity holdings create US tax reporting obligations
Holding equity in a Latvian company and a Latvian bank account creates US tax reporting obligations — FBAR filing for foreign accounts over $10,000 and potential PFIC (Passive Foreign Investment Company) reporting for the foreign equity stake. The interaction between Latvian company equity and US tax law requires specialist advice. Consult a cross-border tax advisor familiar with FBAR, FATCA, and PFIC rules before completing your share subscription.
