Overview
Launching Your Startup in Finland
US citizens can enter Finland visa-free for 90 days. To establish a business and reside, you must apply for a residence permit before starting operations — typically from your home country. The flagship route is the Finnish Startup Permit, which requires a positive endorsement from Business Finland.
Business Finland's endorsement is non-negotiable for the Startup Permit. Their evaluation focuses on innovation, scalability, and the team's ability to execute. There is no general freelance or digital nomad visa — the business must have a genuine connection and positive impact on the Finnish economy.
The Business Finland endorsement is the cornerstone of every Finnish Startup Permit application — and the clearest signal that Finland wants founders who can genuinely innovate and scale.

Innovative Scalable Startups
Finnish Startup Permit
The flagship programme. Requires a positive endorsement from Business Finland proving your business is innovative, has global growth potential, and is based in Finland. Valid for two years, extendable to four, and can include family members.
Self-Employed Professionals & SMEs
Residence Permit for Self-Employed Person
For traditional businesses or freelancers. Requires proof of profitable business activity in Finland, relevant experience, and sufficient funds. Does not require Business Finland endorsement but has a higher bar for proving established income.
Costs & Business Landscape
Understanding the Business Landscape
Company formation
Forming an Oy has required no mandatory minimum share capital since a 2019 reform — it can technically be formed with €0, though most founders contribute a nominal amount for banking credibility. Registration fees are moderate. Salaries and social costs are high, funding a skilled and stable workforce.
Tax regime & R&D incentives
Corporate income tax is 20% (Finland's government has announced a reduction to 18%, effective January 2027). The R&D tax deduction is exceptionally generous — up to 150% of R&D costs can be deducted. Finland offers substantial public grants and loans that are often non-dilutive. Personal income tax is progressive and high, but funds excellent public services.
Proof of funds
Founders must demonstrate sufficient personal funds for living expenses — approximately €2,000/month per founder — when applying for the residence permit.

Step by Step
Essential Steps for American Founders
1
Secure Business Finland endorsement
Your first and most critical milestone. Prepare a strong application highlighting innovation, scalability, and a solid financial plan. Engage with Business Finland's Startup permits team early in the process.
2
Develop a robust, scalable business plan
Must meet Business Finland's high standards for innovation and global scalability. Clearly outline market entry, team expertise, and financial projections.
3
Register your Finnish company (Oy)
Can be done online via the PRH. A local contact address is required. A Finnish resident board member is often recommended to ease banking and administration.
4
Apply for your Residence Permit at Migri
Submit with the Business Finland endorsement, company registration proof, evidence of sufficient funds (approx. €2,000/month), and health insurance documentation.
5
Leverage public funding immediately
Apply for Business Finland's R&D funding (convertible loan or grant) as soon as eligible. Explore EIC Accelerator opportunities. Public funding is a core part of the Finnish value proposition for founders.
6
Enrol in the YEL pension system
As a founder, you must enrol in the YEL (entrepreneur's pension) system once your income is sufficient. Mandatory and provides long-term security.
